CEDAR RAPIDS - Cedar Rapids' mayor was behind the wheel when her car hit a bicyclist Thursday night.
Pyle declined treatment after the accident. Police cited Halloran for failing to yield on a left turn. Now, she'll have to pay nearly $100 worth of fines and court costs.
